Returns all the effective permission rights for a specified user.

When a persona is assigned to a user, the user is granted access to the rights established in the persona. If more than one persona is assigned to a user, the user's rights become the combined rights of all the personas. Use this API to view all rights that are effectively assigned to the specified user through personas and explicit user rights assignment.
